Governor plans to reward failure?

Let me get this straight. "Governor" Gregoire's proposal is to reward school districts with millions of our dollars based upon the number of students who fail the WASL, not the number of students who pass the WASL. The Edmonds School District superintendent thinks this is a "masterful" plan. Is that loud bang I just heard a collective slap of foreheads of taxpaying citizens?

Isn't this a serious conflict of interest? "The more students you fail, the more money you get." Could there actually be a more liberal solution than this one?
