County to review its rules 11/16/03 Plumas County, CA - Supervisor B.J. Pearson thinks the county has too many useless rules and he plans to do something about it. Beginning the first of the year, each county department will present its ordinances, and the department heads, the supervisors and the public, will discuss them. "All rules and regulations will be on the table," Pearson said. "We'll go through the ones that the people want to discuss." Supervisor Bill Dennison, who doesn't always agree with Pearson, did so in this case. "I think it's an excellent idea; it's an opportunity for the department heads, too," he said. Rita Scardaci, the director of Public Health, said there are ordinances that department heads have been working on already because they are out of date or not appropriate. "This hasn't been done in 100 years," Pearson said of his plan to review all of the county's ordinances. Though some ordinances may not be popular, the supervisors may not be able to change them. "Some may be state requirements," County Administrative Officer Bob Conen told the board. Conen and Nancy DaForno, the clerk to the Board of Supervisors, also warned the supervisors that the process will be expensive. Public hearings with proper notification must be conducted for ordinances and the ordinances must be codified. "Codification is expensive," DaForno told the board. Regardless of the cost, the supervisors believe it's an important
process that will probably take 12 to 18 months to complete. |
