"SOCIAL SECURITY TRIGGER MAY PUT CARA BACK ON TRACK ----- The terrorist
attacks of last week that persuaded Congress to override its self-imposed
ban on using Social Security money to run the government may actually
benefit the so-called CARA bill.
"For one thing the precedent is now set that Social Security and Medicare
money may be used for other purposes. `We're clearly dipping already
with
$40 billion in emergency money,' said a House Resources Committee
Republican staff member. `A few more billion isn't that big a deal." --

Do you find the above statement troubling?
Here our country is in a state of war after terrorists kill nearly 6,000
people, and the land grabbers and their friends in Congress can't wait to
get their hands on your Social Security money to fund their $45 billion
land grab.
We thought that after the disaster of September 11th, Congress might put
aside the CARA Land Grab (HR 701) and its massive condemnations to
concentrate on stopping terrorism. Boy were we wrong.
While most
Members of Congress are totally distracted with the sad events of September
11th and the threat of Anthrax, some are looking to take advantage
of the
catastrophe. That creates two problems:
First, it's clear that some greedy Members of Congress can't wait to get
their hands on your tax money to fund their pork projects. They have no
intention of allowing the tragedy to slow them down. They want their noses
in the public trough and the attack on America is not going to get in their
way.
Second, bad legislation often passes when Congress is distracted. The
National Wilderness Act passed after President Kennedy was killed. Other
bad land use control bills often pass late at night when many Members of
Congress are tired or unfocused. The tragic events of Septmeber 11th
and
terrorism are worthy of the total attention of Congress. They need
to
focus their efforts on defeating terrorism, not raiding your wallet.
CARA is the biggest fight for property rights and federal land advocates
ever. It will provide the financing to carry out:
-----Massive land acquisition -- CARA (HR-701) will finance the purchase of
thousands of homes and farms and millions of acres of private land. The
greens will expand their appetite for new federal areas and convert
existing federal areas into off-limits Wilderness areas driving out private
uses;
------CONDEMNATION -- HR 701 allows state AND Federal CONDEMNATION (Eminent
Domain) of private land. CARA will provide $45 billion dollars over
fifteen years for government agents to condemn private property and then
turn it into wilderness - no access, no people. You're not safe;
------CARA funding will allow your enemies to look for Endangered Species
on your lands. All will become targets of land acquisition.
Just look at
the KLAMATH BASIN in Oregon and California. Extremists gain $60
million
dollars per year from CARA to train an ARMY of investigators who will
trespass on your land to LOCATE AND POLICE ENDANGERED SPECIES.
Stop
CARA and you block huge grants to environmental groups to expand the ESA as
a tool to destroy you;
-----CARA FUNDS YOUR ENEMIES -- Environmental law firms receive grant money
so they can sue YOU into bankruptcy. Much of CARA will go to the
Nature
Conservancy and Conservation Fund;
-----United Nations Biosphere Reserves and World Heritage Sites ----- CARA
will encourage the designation of new UN land use controls threatening
American sovereignty over our own lands;
-----Lands cut off by Forest Service Roadless Areas and Roads Policies will
become targets as well. CARA greatly enhances the chances for a
LARGER
ROADLESS AREA LOCKUP. There are over one million acres
of private land
locked up in the proposed Roadless Areas;
-----Don't give CARA special status over your TAX DOLLARS.
Make CARA
compete for funds in Congress with education, medical care and the
Military. CARA provides $45 billion over 15 years, most of it to buy land,
drive you out of your home, off your farm and into the city. Make
CARA
compete in the Congressional appropriations process EVERY year against
other important social priorities. NO 15-year FREE RIDE for CARA;
-----Hunters and sportsmen will gradually lose access to acquired lands.
Lands will gradually be converted into OFF-LIMITS Wilderness and
other
"YOU CAN'T GO THERE" AREAS. A vote for CARA is
a vote to close vast
areas of Federal and private lands to hunters and sportsmen; and
-----Some Members of Congress suggest that minor property rights provisions
added to CARA as a bandaid protect landowners and make the bill better than
current law. That's nonsense. It's the big lie. They
think if they tell
it often enough, you'll believe it. It's the money. If they give
Federal
agents all that money, you won't be able to fight back. The tiny
protection in the bill is decorative. CARA sponsors are glossing over the
central fact-- CARA allows condemnation of your land.
No acre of land in the US will be safe from CARA. And it doesn't
have to
happen. ALRA is building a nationwide coalition to stop
CARA, HR-701,
the Condemnation and Relocation Act. CARA advocates call it the
Conservation and Reinvestment Act.
Landowners, inholders, farmers, ranchers, foresters, miners, recreation
advocates and others who use Federal lands and care about private property
and freedom are banding together to halt this land grab.
You're in an epic battle. The greens want to shut down rural communities
and force you into the cities. Only the Endangered Species Act
rivals
CARA in the amount of damage it will cause. And CARA will make the
Endangered Species Act even more dangerous. With $45 billion to
spend,
every species will look endangered to those who see species largely as a
tool to stop land use.
You and your allies must rise up across America. Tell your Congressman how
CARA, condemnation and land acquisition will destroy rural communities.
Congress must hear how CARA will inflict pain NOW!
CARA is the gravest threat to, private property, inholders, farmers,
forestry and rural America ever.
The weight of protecting the future of your children and grandchildren is
on your shoulders. If the CARA land grab is not defeated, they won't have
a future in rural America. Some freedoms we take for granted will be
lost. Congress must hear from thousands of Americans quickly.
You can
make it happen.
ACTION ITEM:
Call your Congressman and the leadership of the House of Representatives
-----1. Call AND write your Congressman. A short, one page
letter. Every
Congressman and Senator may be reached at the Capitol Switchboard at (202)
225-3121. One number gets them all. You can use this number to
reach the
House Leadership as well.
There is a temporary FREE NUMBER of (800) 648-3516. That will also
get
you every Congressman. This line may get busy. If
so, use the regular
switchboard number. Do not fail to make your calls.
Ask for your Congressman to commit to vote against CARA. If he or
she
won't make the commitment, they are probably supporting CARA. Ask if he or
she is a co- sponsor of CARA. As you receive this, the land grab groups
who want money from CARA are working to get your Congressman to sign up as
a co-sponsor. You can help keep that from happening.
-----2. Call and write the House Leadership below. You can use the
same
numbers shown above for the Capitol Swtichboard. Urge them to take
no
action on CARA. Ask why would they commit $45 billion in taxpayer
dollars
to non-essential pork barrel projects and massive land acquisition in the
face of the war on terrorism? Ask them how buying private land,
turning
it over to the Government and taking it off the local tax rolls will help
jump start our economy. It won't.

time.
First the September 11th disaster and now Anthrax. But it
makes no sense
to allow yourself to be a victim. No matter how difficult, you must
act
now to save Rural America private property ownership and access to Federal
lands by actively opposing the Condemnation and Relocation Act (CARA).
